Advice
The Guardians actively provide expertise and advice to Greater Wellington Regional Council (GW), Porirua City Council (PCC), Porirua Harbour Trust (PHT) and other organisations.
In the past we have assisted PCC and GW in the formation of the Porirua Harbour and Catchment Management Programme (now ‘Te Awarua-o-Porirua Harbour and Catchment Strategy and Action Plan’) and we are supporting PHT in the implementation of the plan which has a whole-harbour focus.
Lindsay Gow, the Guardians’ Chair, is also a trustee of PHT.
We were also active on the PCC project advisory group, working on plans for Te Ara Piko, the Inlet pathway.
Submissions
We make formal submissions to Local Government and Central Government whenever legislation is proposed which we consider relevant to the health of the Inlet and its catchment.
For example, in 2009 we made a submission on the Resource Management Act Amendments. In March 2011 we made a submission to the Environmental Protection Agency on a proposed change to the Regional Freshwater Plan, requested by the NZ Transport Agency as part of the Transmission Gully project. We rejected the plan change and you can read our arguments at NZTA Regional Freshwater Plan.
In 2012 we made a submission to the independent ‘Board of Enquiry’ set up by the Environmental Protection Agency asking for further mitigation measures to be put in place during the construction of Transmission Gully. We were concerned that the Inlet could be affected more than was originally understood, something that turned out to be correct. We encourage you to read our Submission 1 and Submission 2 for this.
Later we made submissions on the Duck Creek development resource consent application in October 2015, the PCC proposal to declare the ‘Motukaraka Point Recreation Reserve’ surplus in March 2016 and the PCC dog policy changes in July 2017.
In 2020 we made a total of six submissions, several in response to proposed developments around the Inlet and further afield, such as the Plimmerton Farm Development. We have been gratified to see our voice is often heard and our suggestions acted upon such as our submission on the 39 Paekakariki Hill Road development.
